What Is Affordable Housing?

Affordable housing refers to safe, stable, quality housing that individuals and families can obtain without compromising their ability to afford other basic necessities such as food, healthcare, and transportation.

When a resident pays no more than 30% of their gross income for housing costs, including utilities, the housing is considered affordable. When housing costs exceed this 30% threshold, individuals and families are considered housing cost-burdened, making it harder to meet other essential needs.

The people who live in our affordable housing are the very backbone of our community—teachers, university staff, librarians, healthcare workers, pastors, single parents, veterans, service industry employees, and families working hard to build a better future—dedicated, everyday neighbors who deserve a safe, stable, and affordable place to call home.

At Project Neighbors, we believe housing is a fundamental human right. We work to ensure that members of our community—especially those with low and moderate incomes—have access to stable, dignified, and affordable homes.

Why Rentals and Why Is This Work Needed?

Why does Project Neighbors rent? As homeownership becomes increasingly unaffordable, people turn to renting. In Valparaiso, 41.4% of households are renters and, according to the 2023 American Community Survey, 47% of Valparaiso renters are housing cost-burdened (housing expenses exceed the 30%-of-gross-income threshold). When housing costs consume an outsized portion of a household’s income, families are forced to make impossible choices—sacrificing essentials such as nutritious food, reliable transportation, healthcare, childcare, and education. Keeping housing affordable allows individuals and families to meet their basic needs, invest in their futures, and fully participate in their communities. It reduces stress, improves health outcomes, and creates a more stable foundation for children and adults alike.

Rentals offer stability and simplicity—two things many people seek when navigating housing. One of the biggest reasons people turn to rentals is predictability. With a rental, you're typically responsible for a fixed monthly rent, and in some cases, utilities and renters' insurance. 

In contrast, owning a home comes with a long list of variable and often unpredictable expenses:

  • Monthly mortgage payments (which can fluctuate if you have an adjustable-rate mortgage)
  • Homeowners' insurance (often significantly more expensive than renters insurance)
  • Property taxes (which can increase annually)
  • All utilities (including water, sewer, trash, electricity, gas, and sometimes HOA fees)
  • Routine maintenance and repairs (from leaky faucets to roof replacements)
  • Unexpected costs (such as emergency plumbing, appliance replacements, pest control, and landscaping)

For many, especially those on fixed or limited incomes, the affordability and consistency of rental living is not only more manageable—it’s essential.

How We Respond

We build and manage affordable rental housing by acquiring land inexpensively, maximizing the land's potential (by building duplexes, triplexes, and apartment buildings), and utilizing our amazing volunteers throughout the building and maintenance processes to keep costs low.

Because of this, we can rent out our units at a fraction of the market rate. This makes it possible for people from all backgrounds to live in Valparaiso, diversifying our economy which strengthens and enriches our community.

Residents can live in our units for as long as they qualify and would like to live there, creating stable homes for them and their families and allowing them to build a brighter future here in Valparaiso.

Our Biggest Build Yet

Right now, we're constructing a 23-unit studio apartment building on the corner of Nickle Plate and Axe Ave (just north of Duffy's).
